As Principal Consultant at CPMQ Consulting, LLC, Gard Clark leverages over 35 years of experience as a business executive and senior naval officer to enhance project, portfolio, and organizational performance.

 

Clark retired from Teledyne Brown Engineering in 2023 as Senior Vice President, where he led the Energy and Environment Business Group. He managed a diverse portfolio that included cutting-edge nuclear technologies such as uranium enrichment, advanced fission and fusion reactors, and support for existing nuclear plants. He also oversaw strategic deterrence and non-proliferation initiatives for the National Nuclear Security Administration and the Department of Defense, along with chemical and nuclear R&D projects and advanced power systems for undersea and space applications. During his leadership, the group significantly increased revenue and earned several prestigious accolades, including the 2018 Bechtel Large Business Subcontractor of the Year award, the 2019 Federal Laboratory Consortium for Technology Transfer Interagency Partnership Award, and an R&D 100 Award in the Analytical/Test Category.

 

Clark’s distinguished naval career spanned 31 years, highlighted by his command of the nuclear-powered attack submarine USS DALLAS (SSN-700). Afterward, he served as Major Program Manager for Special Operations Forces Undersea Mobility at Naval Sea Systems Command. A recognized expert in US Navy Deep Submergence Systems Design and Quality Assurance, Clark also has experience as a shore-based Naval Nuclear Plant Manager. He currently serves as Co-Chair of the Marine Technology Society’s Submarine Committee.

 

Clark holds an MS in Computer Science from the US Naval Postgraduate School, a BS in Applied Science (Computer Track) from the US Naval Academy, and an AS in Mathematics from Jamestown Community College. He is also a graduate of the Defense Systems Management College Executive Program Managers Course and is a certified Project Management Professional (PMP).
