Program Management

Program Management

  • Provide technical support to production scheduling, production coordination, communications, and cross-function integration.
  • Lead and assist with organization, program, and process improvement.
  • Provide subject matter experts and other technical support for implementation of NNSA Program Management policies and directives.
  • Provide technical support for implementation of multi-year HQ Program Guidance and Implementation Plans by translating Program Guidance into scope, schedule, cost and performance multi-year FYNSP (Future Years Nuclear Security Program) baselines and execution year baselines.
  • Provide technical support, analysis, assessment and performance management for Program planning and execution of these baselines within NNSA funding.

Project Management

Project Management

  • Provide DOE O 413.3B subject matter expertise in all aspects of program and project management for the acquisition of capital assets with the goal of delivering projects within the original performance baseline (PB), cost and schedule, and fully capable of meeting mission performance, safeguards and security, and environmental, safety, and health requirements, and assist with change management as requested.
  • Provide personnel and technical support to project and production scheduling, project and production coordination, communications, and cross function integration.
  • Lead and assist with organization, project, program, and process improvement.
  • Areas of requested support include but are not limited to project managers, program managers, project engineers, program specialist, project controls managers, schedulers, cost engineers, document control and technical admin support.

Nuclear Facilities & Operations Management

Nuclear Facilities and Operations Management

The complexity and array of activities performed in DOE nuclear facilities dictate the necessity for a certain level of formality in areas of Operations, Maintenance, Engineering and Training to ensure safe and efficient operations. Areas of support may include but not be limited to base operations (facility or program), integrated facility management, shift management, facility maintenance, nuclear materials processing and accountability, analytical laboratory operations, configuration management, document control and technical admin support.

Work Management & Work Control

Work Management and Work Control

Provide personnel and technical support to project, program, and production work management/work control efforts. Areas of expertise include operations (work) center integration, shift work control managers, lockout/tagout writers and coordinators, work planners, schedulers, configuration management, document management, and technical admin support.

Construction Management

Construction Management

Provide technical and personnel to support line item (LI) projects, general plant projects (GPP) and construction work orders (CWO). Expertise includes all facets of constructions such as performing construction activities and field administration, project controls, field engineering, management (construction managers, superintendents, foreman, STR), craft workers, field procurement, receipt, inspection, and warehousing, materials, and issuing them to contractors, managing the bid process and negotiating contracts.

Strategic Planning

Strategic Planning:

  • Provide subject matter experts and other technical support for implementation of NNSA Strategic Vision documents as defined in NNSA Strategic Vision that provides implementation of the Nuclear Posture Review (NPR) and National Security Strategy (NSS).
  • Provide technical support, analysis, assessment to assist with implementation of other NNSA Strategic Vision documents for Government and Management Framework and the Strategic Integrated Roadmap.
  • Provide technical support and assistance with Strategic Planning to include strategic goal identification, analysis and response to risk and opportunities and development of M&O NNSA Strategic Plans, 40-year Strategic Roadmap (aligned with FYNSP and strategic goals) and a Stakeholder Communication Plan to inform decision makers and Stakeholders.

Operational Readiness Reviews

Operational Readiness Reviews

  • Provide subject matter experts and other technical support in support of Management Assessments that critically review use and efficacy and efficiencies of management systems, presence of goal setting and achievement status, stakeholder involvement, ability to deliver product.
  • Provide technical support, analysis, and assessment support for startup and operation of nuclear facilities and compliance with defined and implemented policies, procedures, and processes pertaining to the startup and restart of nuclear facilities and activities in accordance with DOE O 425.1.
  • Assist with issue management program to include but not limited to issues identification, analysis of issues risk, response to issues identified, and implementation of risk mitigation or process changes to resolve issue.

Sustainability Program Development

Sustainability Program Development

  • Provide subject matter experts and other technical support for implementation of Sustainability Program Development policies and directives for weapons programs. Program Sustainability technical support will focus on Workforce and Facility sustainability.
  • Provide technical support analysis, assessment and assistance with Workforce Sustainability Program development to include knowledge preservation, workforce development and assessment of workforce technical and production operability competencies.
  • Provide technical support analysis, assessment and assistance with Facility Sustainability Program development to include but not limited to knowledge preservation, continuous facility condition and health assessment and a Risk and Opportunity Management Program.

Logistics

Logistics

Provide subject matter experts and other technical support for implementation of NNSA Logistics policies, directives and practices. Logistics will focus on interaction with the Design Agency Product Definition for weapon components to include translating the Product definition into production training and procedures and Product acceptance.

Systems Engineering

Systems Engineering

  • Provide subject matter experts and other technical support for implementation of NNSA Strategic Vision documents as defined in NNSA Strategic Vision that provides implementation of the Nuclear Posture Review (NPR) and National Security Strategy (NSS).

Commissioning

Commissioning

Provide subject matter experts and other technical support in support Startup Testing and Commissioning. This will include a defined systematic process for achieving, verifying, and documenting that the performance of the facility or system and its various components meets the design intent and the functional and operational needs of the owners, users, and occupants. Support may be provided from inception of the design phase by assisting in documenting the design intent and continuing through construction, acceptance, and the warranty period with actual verification of performance, O&M documentation, and training of operating personnel. Commissioning will include checkout and testing, performed to demonstrate SSC’s meet established project requirements. Areas of support include:

  • Evaluate existing Startup Manuals, concepts and procedures that meet the unique testing requirements of each respective program.
  • Development of execution plans and schedules that facilitate the effective execution of Startup, Commissioning and Testing activities.
  • Development of test procedures, rest instructions an test related documents.
  • Execution and implementation of test procedures/ test instructions including but not limited to coaching/ mentoring of personnel in the execution of testing.
  • Preparation of turnover documents, walkdowns and close out documentation.
  • Development/execution of implementation of a Test Engineer/Technician Program.

Project Controls

Project Controls

  • Provide personnel and technical support to project and production scheduling, project and production communications, and cross function integration.
  • Provide Project control mangers or leads, schedulers, cost analysts, cost engineers, P6 experts, Cobra (cost processer) experts.
  • Areas of expertise coordination include line item projects, general plant projects, operations, programs, and EVMS.

Nuclear Material Management

Nuclear Material Management

Provide technical support, management, and/or leadership in nuclear material management (NMM), storage, container safety, and material recycle and recovery efforts. Efforts will include all aspects of risk, project, and nuclear materials management protocol as necessary. Additionally, subject matter experts will assist with DOE O 410.2 reporting, nuclear material based technical analysis, and integration of NMM matters at LANL.

Integrated Safety Management

Integrated Safety Management

Provide subject matter experts to assist with management, execution and maintenance of the LANL Integrated Safety Management (ISM) program, including:

  • Evaluate the health of the ISM Program
  • Reviewing documentation and performing field walk downs to identify scopes of work and hazards to support work document development.
  • Providing all required support in the planning, development, approvals, release and execution of maintenance and programmatic work documents.
  • Providing all required support for he changes in approved work documents due to changes in scope and/or hazards.
  • Providing technical support for permits needed for work document development, including Lockout/Tagout, Confined Space Entry and Radiological Work Permits.
  • Provide training, coaching and mentoring of personnel on principles of ISM.

Quality Assurance

Quality Assurance

  • Provide subject matter experts and other technical support for implementation of NNSA Quality Assurance policies and directives. The goal of Quality Assurance is to ensure the production product complies with the Design Agency Product definition and can be accepted by the Design Agency and NNSA.
  • Provide technical support analysis, assessment and assistance to ensure Design Agency Product Definition is implemented in Production procedures, training and product deliverables and support the Design Agency Qualification Assessment process (training, procedures and technical demonstration).

Emergency Preparedness Planning

Emergency Preparedness Planning

Provide personnel and technical support to emergency planning and operations. Areas of expertise include EOC operations and training, facility/site personnel emergency planning and training, drill planning and drill coordination.

Nuclear Production Support

Nuclear Production Support

  • Provide subject matter experts and other technical support for implementation of Nuclear Production Support policies, directives and Design Agency Product Definition.
  • Support includes criticality analysis and implementation, safety basis definition and implementation in the production facility, production scheduling, work management system and training and Workforce training and qualification.

System and Design Engineering

System and Design Engineering

Provide system and design engineering professionals to support the production operations, facility, site services, and project engineering activities. Capability to support design authority, design engineering and engineering management activities. Areas of expertise include process, mechanical, electrical, civil, structural, fire protection engineering, value engineering, RAMI, requirements development, requirements management, configuration management, and technical admin support.

Procedure Writing and Training Programs

Procedure Writing and Training Programs

  • Develop and maintain technical work documents in accordance with accepted professional standards.
  • Write, rewrite, and/or edit technical documents such as technical procedure manual, user, programming and service manuals; operations specification; and instructions to a wide range of audiences.
  • Conduct quality review of materials.
  • Develop and prepare technical procedures to ensure compliance with Documented Safety Analyses, Technical Safety Requirements, and regulatory requirements.
  • Develop classroom and self-paced training, conduct classroom training, and develop simulation exercises for evaluation of emergency response exercises for operations, production, maintenance and support personnel.
  • Assist in development and execution of continuing training programs.
  •  Provide programmatic training in areas such as Conduct of Operations, Documented Safety Analysis, Health & Safety and other areas as needed.

Nuclear and Criticality Safety

Nuclear and Criticality Safety

  • Provide subject matter technical capabilities in Nuclear & Criticality Safety Evaluation (N&CSE) development and implementation to ensure fissile materials are processed, stored, transferred, and handled safely so that personnel and property are protected against a nuclear criticality accident.
  • Perform analysis of equipment, processes, stored, transferred, and handled safely so that personnel and property are protected against a nuclear criticality accident.
  • Perform analysis of equipment, processes, and procedures prescribing correct methods, control requirements, and limitations.
  • Conduct surveillances, inspections, walkthroughs, appraisals, or audits of fissile material operations to ensure compliance with approvals.
  • Provide operating areas with specific N&CSE professional interpretations and advice.
  • Perform training to employees in basic N&CSE. Validate, maintain, and operate nuclear computer codes and nuclear cross-sections.
  • Provide subject matter expertise in the application of DOE rules, guides, orders, standards, and handbooks including 10CFR 830, Nuclear Safety Management, as required.
  • Develop nuclear safety documents and analyses, technical safety requirements, and related technical support documentation.
  • Ensure the developed nuclear safety documentation complies with requirements and as necessary, applicable controls are implemented in field procedures.

Conduct of Operations

Conduct of Operations

  • Provide subject matter expertise in the implementation of Conduct of Operations for facility, maintenance, construction, and project personnel at enterprise-wide in accordance with requirements of DOE Order 422.1.
  • Assist with writing assessment plans, corrective action plans and issue reports. Conduct feasibility studies, perform PM roles and responsibilities, mentor personnel, conduct meetings and briefings.
  • Conduct Implementation Verification Reviews, support Readiness Reviews as SMEs and perform Conduct of Operations assessments.
  • Provide Senior Supervisory Watch (SSW) – Independent oversight of operations, maintenance, work planning, and D&D activities to preclude procedural errors and ensure proper implementation of conduct of operations principles.
