David Dickinson

Vice President of Business Development

David joined Omega as the Vice President of Business Development, where he will lead Omega’s sustained growth and advance our business development capabilities.

For 25 years, David has been improving business development, capture, and proposal processes and revenue results for several federal contractors. Most recently, he was an executive for a multi-national federal contractor that specialized in nonproliferation support to the U.S. Government, primarily in the Former Soviet Union. David ultimately guided that company through its successful acquisition in 2025. He developed a commercially available and subscription-based capture management process, and he is in the Proposal Management Book of Knowledge (PMBOK) for successfully implementing proposal processes at a multibillion-dollar global IT firm. David also worked at the Center for Nonproliferation Studies in Monterey, California.

Prior to his years in federal contracting, David served in the U.S. Army as an enlisted member and commissioned officer. In both instances, he served in the human intelligence field. Highlights included interrogating prisoners during the Persian Gulf War, providing analysis at the U.S. Embassy in Cairo, and jumping out of perfectly good airplanes.

David has an M.A. in Public Administration from George Mason University and a B.A in Russian from Millersville University. He is also a Russian graduate from the Defense Language Institute.

David and his wife enjoy family time with their many children and scrappy little dog.
